2018 Timeline

  • June 26, 2018 FY2018 – HUD Continuum of Care Program Competition NOFA Posted on website and Emailed to CoC.
    July 2, 2018 Gulf Coast Partnership HUD Continuum of Care (CoC) Request for Project Applications (RFA) and 2018 Timeline – Published to website and emailed to Continuum of Care.
  • July 3, 2018 – Gulf Coast Partnership HUD Continuum of Care (CoC) Request for Project Applications (RFA) and 2018 Timeline – Published to social and print media.
    July 12, 2018 Gulf Coast Partnership HUD Continuum of Care (CoC) Request for Project Applications (RFA) and 2018 Timeline Public Meeting to be held at the C3 Meeting 7/12/18 from 3:00pm – 4:00pm at the Charlotte County Health Department 2nd floor.
  • August 13, 2018 – Project Applications must be completely entered (with required attachments) and submitted into e-snaps (by 4:00pm) on 8/13/18 by Applicant Agency.
    • ALL Applicants, New and Renewal, are REQUIRED to enter their applications directly into e-snaps by the due date. Staff of the Gulf Coast Partnership will NOT enter project applications on behalf of applicants. ONLY project applications that are entered by the Due Date will be considered for Ranking and Tiering.
    • Multiple Tools and Links to Training Guides can be found both in e-snaps and through the HUD HRE website under the Continuum of Care Program. Read the attached NOFA from HUD carefully.
  • August 14, 2018 – Grant Review, Ranking, and Scoring Committee Meeting (details TBD)
  • August 16, 2018 – Gulf Coast Partnership Staff will notify Project Applicants of Project Ranking Decisions via Telephone, E-mail and US Mail.
  • August 27, 2018 – Project revisions, if any must be completed in and submitted into e-snaps (by 4:00pm) by Applicant Agency.
  • September 11, 2018 – All parts of the Continuum of Care Application (CoC Application, Project Applications, Priority Listing, and Supporting Documents) will be available for review on the Gulf Coast Partnership’s Website www.gulfcoastpartnership.org
  • September 14, 2018 – FL-602 Punta Gorda/Charlotte County CoC Application Due to HUD via e-snaps.

Any changes in this schedule will be posted on the Gulf Coast Partnership’s website at www.gulfcoastpartnership.org

All of the requirements in the FY 2018 application process, including requirements for the entire CoC Consolidated Application and the total amount of funding available are contained in the NOFA.

The available amount of funding may not be sufficient to fund anticipated eligible renewal projects in FY2018, HUD has required the CoC to rank all projects, in two tiers.

Tier 1 is equal to 94% of the CoC’s 2018 Annual Renewal Demand (ARD) or $187,598

Tier 2 is the remaining 6% difference between Tier 1 and the CoC’s 2018 Annual Renewal Demand (ARD) or $11,973

Permanent Housing Bonus (6% of the Final Pro-Rata Need) or $16,484, as described in the NOFA.

AND NEW FOR FY2018 a Domestic Violence Bonus Project of $50,000, as described in the NOFA.

CIS/HMIS will automatically be ranked as #1 in Tier 1 as a FL-602 Punta Gorda/Charlotte County CoC priority, per CoC Policy.

The Charlotte County FL-602 Annual Renewal Demand (ARD) of $199,572 is comprised of the following projects:

FL-602 – Homeless Management Information System (CIS/HMIS) $70,061

Jewish Family and Children Services (JFCS) – Rapid Re-Housing – Rental Assistance $129,511

NEW PROJECTS:
There are Three ways our community can create new projects:

  1. Reallocation of funds away from one of the existing projects to propose:
    1. New Permanent Supportive Housing dedicated to chronically homeless, or,
    2. New Rapid Re-Housing Projects serving individuals and families coming directly from the streets or emergency shelters, including persons fleeing domestic violence or human trafficking.
  2. Permanent Housing Bonus funds to propose one of the following:
    1. New Permanent Supportive Housing projects that will provide PSH to serve 100% chronically homeless individuals and families;
    2. New Rapid Re-Housing Bonus Projects that will provide PH-Rapid Re-Housing to serve 100% chronically homeless individuals and families;
    3. New Rapid Re-Housing Bonus Projects that will provide PH-Rapid Re-Housing to serve youth ages 18-24 coming directly from the streets or emergency shelters, including persons fleeing domestic violence or human trafficking; and
    4. New Rapid Re-Housing Bonus Projects that will provide PH-Rapid Re-Housing to serve homeless families with children.
  3. Domestic Violence Bonus Projects to provide housing and services to survivors of domestic violence, dating violence, and stalking:
    1. New PH-Rapid Re-Housing Projects serving persons f survivors of domestic violence, dating violence, and stalking; or
    2. SSO-Coordinated Entry Projects to implement policies, procedures, and practices to equip the CoC’s coordinated entry to better meet the needs of survivors of domestic violence, dating violence, sexual assault, or stalking,

Training and Resources for Project Applicants that need assistance completing the applications in e-snaps or understanding the program requirements under the CoC Program may access the CoC Program interim rule, training materials, and program resources via the HUD Exchange at: https://www.hudexchange.info/programs/coc/

The Gulf Coast Partnership has the local responsibility for meeting the national goals of preventing and ending homelessness in our community. The Gulf Coast Partnership will use objective, performance based scoring criteria and selection priorities that are approved by the CoC to determine the extent to which each project addresses HUD’s policy priorities. The Gulf Coast Partnership will reallocate funds to new projects whenever reallocation would improve outcomes and reduce homelessness, and consider how much each project spends to serve and house an individual or family as compared to other projects serving similar populations. A tool similar to the one available on the HUD website (link below) will be used by the CoC to evaluate projects and set ranking priorities.
